New Bill proposes adding Colorado school board and special districts to ethics commission, estimated annual cost of $120,000

House Bill 1079, which would expand the jurisdiction of the state’s ethics commission to include school and special districts, moved forward with approval from the House Appropriations Committee. The bill includes funding for a part-time staffer to collect data on complaints filed over the next year, with an analysis planned to determine if more help is needed. The commission would handle complaints related to members of school boards and board members for various special districts, as well as their direct hires.

Although the bill received support, concerns were raised about the funding being insufficient to handle the potential increase in workload. Some lawmakers worry that volunteers in roles such as school boards could face unresolved complaints for an extended period. There are also doubts about the accuracy of estimating a 20% increase in workload, with considerations that the number of complaints could be higher than expected.

The bill’s sponsor, Rep. Tammy Story, highlighted the importance of ensuring ethical conducts within these entities, but some critics argue that the bill may give false hope to individuals seeking resolution for issues not under the commission’s jurisdiction. The bill has now moved to the full House for further consideration.

This legislation is significant as it marks a new effort to address potential ethical issues within schools and special districts that previously fell outside the commission’s scope. However, questions remain about the resources needed to effectively carry out the added responsibilities outlined in the bill.
