Colorado state budget writers are facing a $1 billion shortfall, leading to the introduction of over two dozen bills to adjust the 2024-25 budget. The bills seek to find additional funds, with the Department of Health Care Policy and Financing needing $87 million more to cover Medicaid enrollment. The general fund reserve will have to cover a portion of the budget shortfall, risking falling below the statutory requirement of 15%.
A significant issue arose with the Department of Public Safety and CBI, where the Joint Budget Committee refused to extend spending authority due to concerns about mishandling DNA testing and a rape kit backlog. Lawmakers expressed a lack of trust in the department’s ability to address these issues effectively.
The mid-year adjustments also addressed the failure of the Colorado Financial Literacy and Equity Exchange Program by the Department of Local Affairs, resulting in a return of $600,000 to the state. Additionally, an extra $64 million is needed for K-12 education due to higher student enrollment and lower at-risk students than forecasted.
Medicaid remains a major concern, with a supplemental bill seeking over $400 million to cover various programs and increased enrollment. The package was approved by the Senate Appropriations Committee and will now move to the full Senate for review. Lawmakers emphasize the importance of oversight and accountability in spending to ensure funds are used effectively to address critical issues in the state.
