RTD Invites Public Feedback on Title VI Anti-Discrimination Program Update

The Regional Transportation District (RTD) is actively seeking public input as it revamps its federal Civil Rights Act Title VI anti-discrimination program, a crucial step in ensuring equitable transportation services. Open for comments until January 31, the updated program aligns with Title VI, which prohibits discrimination based on race, color, or national origin for entities receiving federal financial assistance.

As a recipient of federal funds, RTD is committed to adhering to these regulations, which include the protection of individuals with limited English proficiency. The agency’s Transit Equity Office is tasked with updating its Title VI program every three years, with the current program, initiated in 2022, set to extend through mid-2025.

This update aims to revise three key policies:

  1. Major Service Change Policy – This policy will redefine what constitutes a major service change and clarify the term “adverse effect.”
  2. Low-Income Definition – The definition of low-income populations will be modified to include those whose household incomes fall at or below 200% of the U.S. Department of Health and Human Services’ poverty guidelines.
  3. Fare Equity Policy – Changes will outline what constitutes a fare change and specify when a "fare equity" analysis is required, in compliance with Federal Transit Administration standards.

The revised Title VI program will be enacted from mid-2025 to 2028.
