The incident took place late Saturday night in the Phillips County town of Holyoke, where local police identified the suspect as Russell Scott Brown.
According to authorities, a Holyoke police officer spotted Brown in a vehicle and initiated a traffic stop. However, after initially pulling over, Brown fled the scene as the officer approached.
