2024 VOTER GUIDE: Jefferson County Amendment 1A Elections


Jefferson County voters will have the opportunity to decide on Amendment 1A, which would allow the county to retain and spend taxes collected above the limits imposed by the Taxpayer’s Bill of Rights (TABOR). The funds would primarily be used for transportation, infrastructure, public safety initiatives, and other county needs. This proposal is not intended to increase tax rates or mill levies, but rather to utilize the excess revenue for important community projects.

If passed, this initiative would help address the county’s budget challenges without the need for a tax increase. The revenue collected would be subject to annual reviews by an independent auditor and a citizens’ advisory committee to ensure transparency and accountability. However, opponents argue that this proposal goes against the principles of TABOR, which aims to restrict government spending and return excess funds to taxpayers.

This is the third time in five years that Jeffco officials have sought permission to retain and use all of the revenue collected. For fiscal year 2024, an estimated $54.4 million in tax refunds could be retained if Amendment 1A is approved. Last year, $39.4 million was refunded to eligible property taxpayers in the county.
